Smart Notifications add-on is now in beta development stage and it's free of charge for all Jira Cloud customers.
The Smart Notifications add-on can be found on Atlassian Marketplace or by using "Add-ons → Find new add-ons" option on your Jira Cloud instance. Once installed, you will find add-on link in your main Jira menu (see: Fig.1).

Click on the add-on link above to open Smart Notifications main page (Fig.2) where you can create and manage your notification schemes.
